The Supreme Court said that it would
not allow arrest of innocent people without a fair procedure on complaints
filed under the Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Act, 1989 (SC/ST Act) even if Parliament made a law, and asserted
that it has protected the fundamental rights to life and liberty of innocents
by ordering prior scrutiny of complaints.
